Subsidies for the promotion of the birth rate.

Establishment and regulation of the system for granting subsidies for the promotion of the birth rate through support for natural or adoptive mothers registered and legally resident in Cantabria for children born in Cantabria since 1 January 2015, through the following modalities:
a) Subsidy for the birth or adoption of a second or successive child.
b) Subsidy for multiple births or adoptions.
c) Subsidy for a child under three years of age for a registered mother residing in a municipality with a population of less than or equal to two thousand inhabitants.

Requirements

Natural or adoptive mothers who meet the following requirements, set out in Article 6 of Decree 23/2015 of 23 April, in general, may acquire the status of beneficiaries:

  1. Have legal residence in Cantabria.
  2. Be registered, for at least the last twelve uninterrupted months prior to the date of submission of the application in one of the municipalities of the Autonomous Community of Cantabria.
  3. Have their tax domicile in the territory of the Autonomous Community of Cantabria.
  4. Comply with the requirements established for each type of subsidy.
  5. Not exceed the income limit provided for in Article 6.
  6. Not be involved in any of the causes that prevent obtaining the status of beneficiary provided for in article 12.2 of the Law of Cantabria 10/2006, of 17 July, on Subsidies of Cantabria.

However, the specific requirements for the type of application established in chapters II and III of Decree 23/2015 of 23 April must also be taken into account.

  • Subsidies for birth or adoption: within a period of three months from the day following the child's birth or the day of notification of the decision declaring the adoption.
  • Subsidy for children under three years of age for mothers residing in municipalities with a population of less than or equal to five thousand inhabitants: they may be submitted at any time from the day following the birth of the child or notification of the resolution declaring the adoption.

Art. 14. 2 of the Law 39/2015, of 1 October, of the Common Administrative Procedure of the Public Administrations, establishes the obligatory nature of the electronic management for certain subjects as, for example, a) The juridical persons, b) Entities without legal personality, c) Those who carry out a professional activity for which compulsory membership is required, for the procedures and actions they carry out with the Public Administrations in the exercise of said professional activity. ANNEX TO SPOUSE-PARTNER AUTHORIZATION-2025.

In the event that the subsidy application, Annexes I, II and III is submitted in person on paper, it must be accompanied by Annex A, duly completed and signed by the spouse or partner to authorise the consultation of their identity and Personal Income Tax data. If the filing is electronic, the mother and her spouse or partner will submit individually, in different electronic communications, the annex that corresponds to each one. The failure to provide the Authorisation of the father, spouse or partner included in Annex A will be cause to require the interested party to provide documentation relating to the identity data and Personal Income Tax information of said person.

ANNEX TO SPOUSE-PARTNER AUTHORIZATION-2025

ANNEX I BIRTH OF A SECOND OR SUCCESSIVE CHILD-2025.

Subsidy to mothers for the birth or adoption of a second or successive child: Subsidy for second child: Modulated according to income - calculated in accordance with the provisions of Article 6 of the Decree - as well as according to the mother's place of residence and her status as a large family or single-parent family, in the amounts specified below: Income of more than 34,000 euros and up to 50,000 euros: subsidy of 400 euros. Income of more than 18,000 euros and up to 34,000 euros: subsidy of 600 euros. Income up to 18,000 euros: subsidy of 900 euros. Registered mother and resident in the municipality of Cantabria equal to or less than three thousand inhabitants, at least one year before the birth of the minor causing the subsidy, for any of the aforementioned income brackets: subsidy of 1,000 euros. For each year, the population figures on 1 January of the immediately preceding year published by the National Institute of Statistics that have been declared official (census data on 1 January 2020) will be taken as a reference for the size of the municipalities. Mother who reaches the status of member of a large family with this second birth or adoption, under the terms of Law 40/2003, of 18 November, on the Protection of Large Families, or who has recognised the status of Single-Parent Family under the terms established in Decree 26/2019, of 14 March, which regulates the recognition of the status of Single-Parent Family, For any of the aforementioned income brackets: subsidy of 1,500 euros. Subsidy for the third or successive child: 1,500 euros.

ANNEX D DISABILITY INCREASE APPLICATION-2025.

Disability Increase The amounts for birth or adoption will be increased by 1,000 euros for each born or adopted child with a degree of disability equal to or greater than 33 per cent, determined in accordance with the provisions of the legislation and applicable provisions for the recognition, declaration and qualification of the degree of disability.

ANNEX II MULTIPLE BIRTH.

Subsidy for mothers due to multiple births or adoptions: Subsidy for the birth of two or more children in the same birth or caesarean section or for the adoption of two or more minors by the same mother in the same procedure. The amount of the subsidy will be 2,000 euros in the case of a double multiple birth or adoption and 3,000 euros in the case of a triple or higher birth or adoption. It will be paid in a single payment. The subsidy for multiple births or adoptions is incompatible with the subsidy for the birth or adoption of a second or successive child.

ANNEX III CHILD UNDER THREE YEARS OF AGE-2025.

For a child under three years of age for a mother residing in a municipality equal to or less than 5,000 inhabitants: Subsidy for a child under three years of age born in Cantabria for registered and resident natural or adoptive mothers, in an effective manner, together with the children who motivate the subsidy, in any municipality of Cantabria with a population equal to or less than five thousand inhabitants, in which the mother has had registration and effective residence at least twelve months before the date of birth of the minor who motivates the subsidy. Residence will be considered effective when, in addition to being registered, the mother resides in the municipality in question on a permanent basis, without prejudice to the fact that she may be absent from it for a maximum accumulated time of one hundred and twenty calendar days within each calendar year. This subsidy will be granted per calendar year and will reach the amount of 100 euros per month for each of the minor children whose mothers meet the conditions established in the Decree. For each year, the population figures on 1 January of the immediately preceding year published by the National Institute of Statistics that have been declared official (census data on 1 January 2020) will be taken as a reference for the size of the municipalities.

ANNEX IV MODIFICATION FOR DISABILITY-2025.

The amount established per child under three years of age born in Cantabria for registered and resident natural or adoptive mothers, together with the children who motivate the subsidy, in any municipality of Cantabria with a population equal to or less than five thousand inhabitants, in which the mother has had registration and effective residence at least twelve months before the date of birth of the minor who motivates the subsidy. It will be increased by 100 euros per month when the minor causing the subsidy has a recognised degree of disability equal to or greater than 33 per cent.
