Direct granting of subsidies aimed at promoting self-employment by encouraging the registration of unemployed entrepreneurs, registered with the Public Employment Services, in the Special Regime for Self-Employed Workers or Self-Employed Workers of the Social Security, or any other special self-employed regime of the Social Security or in a mutual society of professional association.
It also aims to encourage the registration of entrepreneurs who, residing outside Spain, wish to return to Cantabria by registering in the aforementioned regimes or mutual society as an alternative system.

Requirements

- Persons who meet the following requirements may be beneficiaries of these subsidies:
a) Be registered as job seekers and services with the Public Employment Services prior to and until the day of submission of the application, with a seniority in the application of thirty uninterrupted calendar days.
In the case of young people under 30 years of age, they must also be registered in the National Youth Guarantee System.
The accreditation of these circumstances will be carried out through the competent bodies of the National Employment System.
Or, it is an entrepreneur who returns to Cantabria, who must register as a job seeker with the Cantabrian Employment Service prior to registering with Social Security or mutual society.
b) Be unemployed in the temporary period required in letter a).
Accreditation of this circumstance will be carried out through the employment history report issued by the General Treasury of the Social Security.
This requirement will apply to entrepreneurs who return to Cantabria in the sense that they will not be able to be registered in any of the Social Security schemes in Spain.c) Those established in Article 13 of Law 38/2003, of 17 November, and in Article 12 of Cantabria Law 10/2006, of 17 July.
d) Prove prior to the issuance of the proposed resolution that they are up to date with the fulfilment of their tax obligations with the State Tax Administration Agency, with regard to the Social Security and their obligations with the Administration of the Autonomous Community of Cantabria.
- In addition to those persons who meet any of the circumstances referred to in Article 13, paragraphs 2 and 3, of Law 38/2003, of 17 November, and Article 12, paragraphs 2 and 3, of Cantabria Law 10/2006, of 17 July, the following may not obtain the status of beneficiary:
a) Those who have received subsidies granted from budgetary credits managed by the Cantabrian Employment Service in the four years prior to the submission of the application, either under Decree 34/2008, of 3 April, which regulates the procedure for the direct granting of subsidies consisting of the payment of Social Security contributions to workers who have been recognised as having unemployment benefit recognised in its modality of a single payment, under Decree 9/2013, of 28 February, which regulates subsidies aimed at the promotion of self-employment in the Autonomous Community of Cantabria, or under the provisions of this decree.
b) Those who, in the four years prior to the submission of the application, have been subject to a final administrative resolution of revocation and, where appropriate, reimbursement of subsidies granted by virtue of Decree 9/2013, of 28 February, or by virtue of the provisions of this decree.
c) Have carried out the same or similar activity in Spain as self-employed or self-employed persons in the twelve months prior to the submission of the application. "Same activity" shall be understood as the coincidence in the first four digits of the CNAE-2009. The nature of "similar activity" will be determined by the Cantabrian Employment Service taking as a reference the data provided by the applicants, as well as those verification actions that may be carried out if necessary.
d) Persons who cannot receive de minimis aid as established in the European regulations mentioned in article 1.6 of Decree 35/2023.

The period for admission of applications will remain open continuously, although each subsidy application must be submitted within two months from the date of signing the feasibility report to be submitted by the applicant. In the event of failure to comply with this deadline, the application will be denied, as it is not submitted within the deadline and cannot be rectified.
