Young Talent Program 2024 aimed at entities of the institutional public sector of the Autonomous Community of Cantabria and non-profit entities.

Order that aims to establish the regulatory bases and approve the call for subsidies of the Young Talent Program, co-financed by the European Union, aimed at entities of the institutional public sector of the Autonomous Community of Cantabria and non-profit entities, within the framework of the Youth Guarantee, and as a purpose the generation of internship opportunities for young people, in the labor regime, as a means of increasing their employability.

Requirements

The following entities may be beneficiaries of the aid contemplated in this order, provided that they meet the requirements established in Article 13 of Law 38/2003, of 17 November, and in Article 12 of Cantabria Law 10/2006, of 17 July:
a) The following entities of the institutional public sector of the Autonomous Community of Cantabria:

  1. The University of Cantabria and the entities that are dependent on it.
    2º Autonomous commercial companies, understood as those in which the participation, direct or indirect, in their share capital of the entities that make up the Public Sector of the Autonomous Community of Cantabria, is equal to or greater than fifty percent. To determine this percentage, the shares corresponding to the entities integrated in the regional public sector will be added, in the event that several of them participate in the share capital.
    3º The Public Sector Foundations of the Autonomous Community of Cantabria, understood as those Foundations in which any of the following circumstances occur:
  • That they are constituted with a majority contribution, direct or indirect, from the General Administration of the Autonomous Community, its public bodies or other entities of the Autonomous Public Sector.
  • That its foundational assets, with a permanent nature, are made up of more than fifty percent of assets or rights contributed or ceded by the aforementioned entities.
  1. Autonomous entities governed by public law in the terms defined in Article 2.2.g) of Cantabria Law 14/2006 of 24 October 2006 on Cantabrian Finance, and in the terms provided for in its regulations.

b) The following non-profit entities:

  1. Public law corporations within the scope of the Autonomous Community of Cantabria.
  2. Associations, foundations, business organisations, trade unions and other non-profit organisations that all carry out their activity within the Autonomous Community of Cantabria. Those that do not have their headquarters in Cantabria must have a stable delegation in the Autonomous Community that has people designated as responsible for it.
    All applicant entities must accredit, prior to the issuance of the proposed resolution, that they are up to date with compliance with their tax obligations with the State Tax Administration Agency, with respect to Social Security and their obligations with the Administration of the Autonomous Community of Cantabria.

Art. 14. 2 of the Law 39/2015, of 1 October, of the Common Administrative Procedure of the Public Administrations, establishes the obligatory nature of the electronic management for certain subjects as, for example, a) The juridical persons, b) Entities without legal personality, c) Those who carry out a professional activity for which compulsory membership is required, for the procedures and actions they carry out with the Public Administrations in the exercise of said professional activity. In any case, within this group, notaries and property and mercantile registrars shall be included. d) Those who represent an interested party who is obliged to relate electronically with the Administration, e) The employees of the Public Administrations for the procedures and actions that they carry out with them due to their condition of public employee, in the form in which it is determined by regulation by each Administration.
