The EMAS will be open to the participation of any organisation located in the geographical area of the Autonomous Community of Cantabria that intends to improve its overall environmental performance. An organization shall be understood as the company, society, firm, enterprise, authority or institution, or part or combination thereof, whether or not it has legal personality, whether public or private, which has its own functions and administration.
The smallest entity to be accepted for registration as an organisation in EMAS shall be a centre, a centre being understood to be the land, at a given geographical point, under the management control of an organisation covering activities, products and services, including all infrastructure, equipment and materials.

Requirements
Be previously registered in the EMAS community register.
1.- Renewal of the EMAS registration. As established in Article 6 of Chapter III "Obligations of registered organisations" of Regulation EC 1221/2009 of the European Parliament and of the Council, of 25 November 2009, on the voluntary participation of organisations in a Community environmental management and audit scheme.
Every three years, at least, a registered organization:
(a) have had the complete environmental management system and audit programme verified and implemented;
(b) prepare the environmental statement in accordance with the requirements set out in Annex IV and submit it for validation by an environmental verifier;
(c) send the validated environmental statement to the competent body;
(d) send to the competent body a form completed by the organisation, including at least the minimum information set out in Annex VI2.- Presentation of annual environmental statements. Without prejudice to paragraph 1, in the intervening years, a registered organisation:
(a) carry out, in accordance with the audit programme, an internal audit of its environmental performance and compliance with the applicable environmental legal requirements in accordance with Annex III;
(b) prepare an updated environmental statement in accordance with the requirements set out in Annex IV and submit it for validation by an environmental verifier;
(c) send the validated updated environmental statement to the competent body;
(d) submit to the competent body a form completed by the organisation, including at least the minimum information set out in Annex VI;3. Registered organisations will make the environmental statement and the updated environmental statement available to the public within one month of their registration and one month after the renewal of registration is completed.
4.- Exceptions for small organizations.
Competent bodies shall, at the request of a small organisation, extend for that organisation the three-year frequency referred to in paragraph 1 to be fixed by up to four years, or the annual frequency provided for in paragraph 2 by up to two years, if the environmental verifier who has verified the organisation confirms that all of the following conditions are met:
(a) there is no significant environmental risk;
(b) the organization does not intend to make any substantial changes, as defined in Article 8; and
(c) there is no significant local environmental problem to which the organization contributes.

Once the organisation has been registered in the EMAS community register, updates to the environmental declaration validated by a verifier will be submitted annually and every three years the renewal will be submitted to the register.
In the case of small organizations, at the request of the organization, the renewal frequency may be extended from triennial to quadrennial and intermediate updates may be extended from annual to biennial, provided that the provisions of Article 7 of the Regulations are complied with.- Submission deadline start date
