Requirements

The following may obtain the status of beneficiary entity of these subsidies:

  1. In the case of Municipalities, they must be from the Autonomous Community of Cantabria and have more than 5,000 inhabitants, which are not part of the associations referred to in the following section.
  2. In the case of Associations of Associations, they must be legally constituted, being made up exclusively of municipalities belonging to the Autonomous Community of Cantabria. In addition, these Associations must have competences in one of the works and services indicated below: social services, social scope and action, evaluation and care for people at risk of social exclusion, promotion of equal opportunities and prevention of violence against women.

Art. 14. 2 of the Law 39/2015, of 1 October, of the Common Administrative Procedure of the Public Administrations, establishes the obligatory nature of the electronic management for certain subjects as, for example, a) The juridical persons, b) Entities without legal personality, c) Those who carry out a professional activity for which compulsory membership is required, for the procedures and actions they carry out with the Public Administrations in the exercise of said professional activity. In any case, within this group, notaries and property and mercantile registrars shall be included. d) Those who represent an interested party who is obliged to relate electronically with the Administration, e) The employees of the Public Administrations for the procedures and actions that they carry out with them due to their condition of public employee, in the form in which it is determined by regulation by each Administration.

In the event of opposing the verification by the managing body of the subsidy, the interested entity must submit the corresponding certificate, or responsible declaration signed by the Comptroller or Secretary-Comptroller of the Local Entity of being up to date with Social Security obligations.

Responsible declaration up to date with tax obligations and S.S.

Responsible declaration signed by the Comptroller or Secretary-Comptroller of the Local Entity of being up to date with tax and Social Security obligations as well as the rest of the obligations with the Autonomous Community of Cantabria.

The document is mandatory in some of the modalities.

It will be mandatory when the Local Entity opposes the verification by the managing body of the subsidy, and does not present the corresponding certificates issued by the AEAT, ACAT and TGSS.

Annex V Certificate of affectation.

Annex V Certificate from the secretary or auditor of the municipality or, where appropriate, from the Secretary of the association, stating the allocation of the subsidy received to the fulfilment of the subsidised purpose, including a list of the invoices corresponding to the personnel costs incurred, indicating the concept of the expenditure, date of issue, invoice number, name and N.I.F. of the consignor-supplier, the amount of the same and date of payment.

The beneficiary entity must submit the information relating to the performance indicators of each participant, as provided for in Annex I of Regulation (EU) 2021/1057 ESF+ that are detailed in the Annex denominated above.
