- Not be in any of the circumstances of article 12, paragraphs 2 and 3, of Cantabria Law 10/2006, of 17 July.
- Have a library of its own that provides the minimum library services established in article 18.2 of the Law of Cantabria 3/2001, of 25 September, on Libraries of Cantabria, that is, the consultation of the main reference works and the individual loan of books.
