The beneficiaries can only be the City Councils of Cantabria that proceed to adapt their plans to current legislation or that begin the review of them, being in any of the phases established in the procedure, and even with the final approval of the planning instrument after the end of the deadline for submission of applications in the last call for this type of aid. The delimitation of Rural Development Areas definitively approved is also included, with a maximum of €30,000 per municipality.
If any planning phase has been the subject of aid in previous calls, it may not be eligible for subsidies under new calls. In the case of Rural Development Areas, the definitive ones already approved and subsidized will not be subject to another subsidy either.
It is a general requirement of the beneficiaries not to be involved in any of the cases included in art. 12 of the Law of Cantabria 10/2006, on Subsidies of prohibition or impediment to be a beneficiary of public aid.

- Art. 14. 2 of the Law 39/2015, of 1 October, of the Common Administrative Procedure of the Public Administrations, establishes the obligatory nature of the electronic management for certain subjects as, for example, a) The juridical persons, b) Entities without legal personality, c) Those who carry out a professional activity for which compulsory membership is required, for the procedures and actions they carry out with the Public Administrations in the exercise of said professional activity. Authenticated copy of the administrative contract. Together with the contract, the technical specifications and particular administrative clauses will be attached, the purpose of which is to carry out the work or documents necessary in the procedure for the preparation or revision of the general municipal planning or Rural Development Areas. In the event that this documentation is not mandatory in the execution of the administrative contract, it will be sufficient to provide the documents that prove the contracted service and its amount. Certificates, obligations and debts. The applicant entities must be up to date in the fulfilment of their obligations with the State Tax Administration Agency, with the Social Security and with the Administration of the Autonomous Community of Cantabria. The submission of the application will imply authorisation to the competent departments in urban planning matters so that it can obtain this information from the Tax Agency and the General Treasury of the Social Security. Notwithstanding the foregoing, the applicant may expressly refuse the aforementioned authorisation, in which case the corresponding certificates must be provided, together with the application. Justification of payments made. By means of certification and economic report, issued by the Intervention body under the terms and conditions provided for in section 7 of article 31 of the Law of Cantabria 10/2006, of 17 July, on Subsidies. Otherwise, payments must be justified by the presentation of authenticated copies of the bank documents of payment made by the City Council to the account of the successful bidder of the contract, in which the beneficiary, amount and concept are expressed; if from this data it is not unequivocally deduced that the payment satisfies works auxiliary by this line of aid, a certificate from the Municipal Comptroller stating that the payment is intended for works subject to the subsidy shall be attached. Request Signed by the legal representative of the corporation (Mayor/president), identifying the requesting City Council and contact details, the phase of the planning / rural development area approved for which the aid is requested, population size, identifying other aid previously received, activating the required documents that are accompanied, where appropriate, identifying the bank account in case of modification or replacement of the existing one already available.
