- Local Entities that can benefit from the extension of contracts, or the support of the financing of the salary cost of the hiring of people who are performing the position of AEDL and who are listed in Annex I of the Decree and who have been beneficiaries of the extensions granted by Decree 73/2008, of 27 July.
- Be up to date with the fulfilment of their tax obligations with the State Tax Administration Agency, with regard to Social Security, and their obligations with the Administration of the Autonomous Community of Cantabria, or with any other income under public law. The beneficiary must send certificates of compliance with obligations prior to the payment of the subsidy.

- Art. 14. 2 of the Law 39/2015, of 1 October, of the Common Administrative Procedure of the Public Administrations, establishes the obligatory nature of the electronic management for certain subjects as, for example, a) The juridical persons, b) Entities without legal personality, c) Those who carry out a professional activity for which compulsory membership is required, for the procedures and actions they carry out with the Public Administrations in the exercise of said professional activity.
