Regulatory bases of subsidies of the "Young People with Talent" Programme, aimed at local entities of the Autonomous Community of Cantabria, within the framework of the Youth Guarantee, whose purpose is the generation of internship opportunities for young people, under the employment regime, as a means of increasing their employability.

Requirements

Requirements
  1. Comply with the requirements established in Article 13 of Law 38/2003, of 17 November, and in Article 12 of Cantabria Law 10/2006, of 17 July and be one of the following entities:
    a) The municipalities, through their respective town councils.
    b) Supra-municipal local entities, understood as counties, associations, and other local groups of a supra-municipal nature.
  2. Prove prior to the issuance of the proposed resolution that they are up to date with the fulfilment of their tax obligations with the State Tax Administration Agency, with regard to Social Security and their obligations with the Administration of the Autonomous Community of Cantabria.
  3. The persons hired must carry out functions or tasks that are the responsibility of the beneficiary entities. The competence may be own or exercised by delegation of the State or the Autonomous Community.
  4. To promote the professional training and practice of unemployed people who are hired.
  5. To carry out a contract whose duration will be twelve months, without prejudice to the provisions for substitutions in article 15.2. The working day will be full-time.
  6. To facilitate the participants to receive professional information, guidance or training during the term of the subsidised contracts and the updating of digital knowledge.

Art. 14. 2 of the Law 39/2015, of 1 October, of the Common Administrative Procedure of the Public Administrations, establishes the obligatory nature of the electronic management for certain subjects as, for example, a) The juridical persons, b) Entities without legal personality, c) Those who carry out a professional activity for which compulsory membership is required, for the procedures and actions they carry out with the Public Administrations in the exercise of said professional activity. In any case, within this group, notaries and property and mercantile registrars shall be included. d) Those who represent an interested party who is obliged to relate electronically with the Administration, e) The employees of the Public Administrations for the procedures and actions that they carry out with them due to their condition of public employee, in the form in which it is determined by regulation by each Administration.
