Subsidies to youth associations, non-profit entities providing services to youth, and political parties and trade unions with a youth section in Cantabria, duly registered in the Register of the Directorate-General responsible for youth matters, which facilitate their operation and activity. To this end, four different subsidy programmes are foreseen.
Programme I is aimed at subsidising the current operating expenses of Youth Associations, non-profit Youth Service Providers and Political Parties with a Youth Section and Trade Unions with a Youth Section, duly registered in the Register of the Directorate-General responsible for Youth Matters. Youth entities play an important role in youth dynamization, so the Department of Social Inclusion, Youth, Families and Equality considers it essential to collaborate in the financing of their current expenses, as a measure to promote youth associationism, reinforcing the capacity of youth entities to operate and organize. The subsidy is also a support and promotion measure for the creation of youth entities, in a context that has been prolonged in recent years of high prices of supplies, such as electricity, gas and fuel, and of rents and acquisition of real estate.
Programme II is aimed at carrying out youth activities by the recipient entities, so that they can develop initiatives that facilitate the participation of young people in social and community life. The European Union Youth Strategy 2019-2027 recognises that "Young people have a specific role in society and face specific challenges, eager to take charge of their lives, build relationships and support others". To make this possible, it recognizes as instruments the promotion of participation in the democratic life of young people and the effort to ensure that all young people have the necessary resources to participate in society. Youth activities, in order to be eligible, must be carried out within the framework of the axes set out in these rules, which are aligned with the European Union Youth Strategy.
Programme III aims to promote European Union programmes related to Volunteering, Mobility and other initiatives that, due to the coincidence of their objectives with the Government's current youth policy, deserve its support. To this end, and to facilitate the participation of the young population of Cantabria in these community programmes, the Department of Social Inclusion, Youth, Families and Equality includes in this Order the bases of subsidies aimed at carrying out youth projects channelled through programmes promoted by the European Union.
Programme IV is aimed at subsidising the shortcomings in terms of basic operating equipment that youth associations, youth service providers and youth sections of political parties and trade unions may have in order to fulfil their aims.

1. The beneficiaries of these subsidies may be Youth Associations, Youth Service Providers, Political Parties with Youth Sections, Unions with Youth Sections and other Associations that have been recognised by statute as having functional autonomy, organisation and self-government for specifically youth affairs, provided that they are registered on the date of publication of the extract of the call in the Register of Associations Youth and Youth Service Providers of Cantabria, regulated by Decree 19/2002, of 28 February or the regulation that replaces it, have a structure and financing that guarantees the development of their activity, provided that:
- have submitted the annual report of activities set out in Decree 19/2002 corresponding to the year prior to the year in which the call is published,
- or that they have presented a project of youth activities in the call for subsidies for the implementation of youth activities by Youth Associations, Youth Service Provider Entities, Political Parties with Youth Section, Trade Unions with Youth Section of the year immediately prior to each call.

Once the extract of the call has been published in the Official Gazette of Cantabria through the BDNS, the subsidy applications, accompanied by the required documentation, will be formulated in the official form published with the call, which can be obtained on the website of the Directorate-General responsible for youth (www.jovenmania.com).
