1. Athlete requirements:
a) Be at least 16 years old on 31 December of the year in which the athlete obtained the results for which he or she is applying for the award.
b) To have a licence from a Sports Federation of Cantabria at the time they obtained the results for which they are proposed and at least six months before the date of publication of the corresponding call in the "Official Gazette of Cantabria".
c) To have been registered in a town in the Autonomous Community of Cantabria during the calendar year in which the computable result for obtaining the prize was obtained.2. Exceptionally, and for duly justified reasons of sporting interest, applications may be considered from those athletes who do not meet one of the requirements established in sections a and b of this article. To assess these applications, it will be necessary to have obtained in the corresponding discipline, at a global, European or national level, the most outstanding result or the highest assessment in the sporting events published in the call.
3. In no case may the following acquire the status of beneficiaries:
a) Athletes who compete in professional leagues and/or circuits, whether national or international, as well as those who have obtained results in competitions in age categories above the absolute ones.
b) Athletes whose results have been obtained outside the corresponding officially recognised national and international federations.
c) Athletes sanctioned by a final resolution for infringement of Organic Law 3/2013, of 20 June, on the protection of athletes' health and the fight against doping in sporting activity.
d) Athletes who are in any of the circumstances of article 12, paragraph 2, of Cantabria Law 10/2006, of 17 July.
