This evaluation will be subject to plans and programs promoted by natural or legal persons, public or private, which are adopted or approved by a public administration, and whose preparation and approval is required by a legal or regulatory provision or by agreement of the Governing Council of Cantabria, when the requirements established for the ordinary strategic evaluation are not met or they are minor modifications of plans or programs already approved in this area. agriculture, livestock, forestry, aquaculture, fisheries, energy, mining, industry, transport, waste management, water resources management, occupation of the maritime-terrestrial public domain, use of the marine environment, telecommunications and tourism, or affect areas of the Natura 2000 Network.

Requirements
The following shall be subject to a simplified strategic environmental assessment:
a) Minor modifications to the plans and programmes subject to ordinary evaluation.
b) Plans and programmes subject to ordinary evaluation that establish the use, at municipal level, of areas of reduced size.
c) Plans and programmes which, by establishing a framework for the future authorisation of projects, do not meet the other requirements to be subject to ordinary evaluation.
Deadlines and submission

The promoter is obliged to submit an application for initiation, accompanied by the draft plan or programme and a strategic environmental document with the content determined in article 29.1 of Law 21/2013.
Within twenty working days of receipt of the request for initiation, the environmental body may decide its inadmissibility, giving the promoter a prior hearing, for any of the following reasons:
a) If it unequivocally considers that the plan or programme is manifestly unfeasible for environmental reasons.
b) If it considers that the initial strategic document does not meet sufficient quality conditions.The environmental body will submit the draft plan or programme and the initial strategic document to the consultations of the affected public administrations and interested persons for a period of 20 days.

Strategic environmental document. a) The objectives of the planning. b) The scope and content of the proposed plan and its reasonable, technically and environmentally feasible alternatives. c) The foreseeable development of the plan or programme. d) A characterisation of the environmental situation before the development of the plan or programme in the affected territorial area. e) The foreseeable environmental effects and, if applicable, their quantification. f) The foreseeable effects on the concurrent sectoral and territorial plans. g) The reasons for the application of the simplified strategic environmental assessment procedure. h) A summary of the reasons for the selection of the alternatives contemplated. i) The measures envisaged to prevent, reduce and, as far as possible, correct any relevant negative effects on the environment of the implementation of the plan or programme, taking into account climate change. j) A description of the measures envisaged for the environmental monitoring of the plan.
