Requirements
Primary school students from public and state-subsidised schools in the Autonomous Community of Cantabria may participate in the competition if they submit their work for candidacy in the form and within the period provided for in the Convocation Order, and meet the other requirements in these rules.
Two disciplines are established:
Drawing: 1st, 2nd and 3rd year of Primary.
Podcast: 4th, 5th, 6th grade.The theme will be common: emergency situations related to Civil Protection in Cantabria, Emergency Services of Cantabria and/or preventive actions that avoid or reduce the effects of an emergency.
The technique to be used in the drawings will be free (colored pencils, watercolor, wax, pastel, collage or others).
The format of the drawings will be a bookmark.
In relation to the authorship of the works, the drawings must be original and made by the students of the course individually. On the back of the bookmark must appear the student's data (name and course). They will be presented in an envelope per classroom, indicating on the envelope the details of a responsible teacher, together with the name of the educational center and its address, email and contact telephone number.
The participants grant the General Directorate of Security and Citizen Protection the rights to show the drawings presented, which in no case will be commercially exploited, by the means of dissemination deemed appropriate, without the need for notice or compensation for the granting of such right.
Participation is made through the presentation of an audio file (podcast) that must have a sound fiction format (historical recreations of an event or retransmission of the news of an event). It can be real or invented and with a maximum duration of 5 minutes.
The script must be original and unpublished, written by the students themselves. Participants must be the owners, without limitation, of the intellectual property rights and, specifically, of the exploitation rights of the podcast that are submitted to the contest.
Participants grant the Directorate-General for Security and Citizen Protection the rights to display the podcasts presented, which in no case will be commercially exploited by the media deemed appropriate, without the need for notice or compensation for the granting of such right.
The name of the school, the town, the name of the student and the course must be indicated at the beginning or end of the podcast.

- Art. 14. 2 of the Law 39/2015, of 1 October, of the Common Administrative Procedure of the Public Administrations, establishes the obligatory nature of the electronic management for certain subjects as, for example, a) The juridical persons, b) Entities without legal personality, c) Those who carry out a professional activity for which compulsory membership is required, for the procedures and actions they carry out with the Public Administrations in the exercise of said professional activity. Applications must be submitted according to form Annex I that appears in the Call Order, addressed to the Minister responsible for civil protection and emergencies, through the General Electronic Registry of the General Administration of the Administration of the Autonomous Community of Cantabria at the electronic address "sede.cantabria.es", or as established in articles 134 and 135 of the Law of Cantabria 5/2018, of 22 November, on the Legal Regime of the Government, the Administration and the Institutional Public Sector of the Autonomous Community of Cantabria.
Without prejudice to the foregoing, the drawings and podcasts shall be submitted in physical format using the model in Annex II of this Order, at the General Registry of the Government of Cantabria (C/ Peña Herbosa 29, 39003, Santander) or at any of the offices referred to in Article 16 of Law 39/2015, of 1 October, on the Common Administrative Procedure of Public Administrations. In the event that it is decided to submit the work to a post office, it will be done in an open envelope, so that the application is dated and stamped by the postal official before being certified.
