The taxpayer of the regional water supply fee, both gross and drinkable, must submit to the department with competence in matters of water supply and sanitation an application for the volume of guarantee of supply. The volume of supply is the maximum amount of water that the taxpayer expects to consume in each period. This amount in cubic metres will be used as the basis for the calculation of the fixed part and the variable part of excess over the guarantee of the autonomic water supply fee.

Requirements
The following are taxpayers of the supply fee as taxpayers:
a) The municipalities that own the respective municipal supply systems.
b) Exceptionally, natural or legal persons, public or private, and communities of property and other entities that, lacking legal personality, constitute a separate economic unit or patrimony to which the service is provided.
