Requirements
a) In general, to be registered in any of the municipalities of Cantabria at least one year before the date of the application for the condition, being exempt from this requirement minors whose change of domicile to the Autonomous Community of Cantabria is due to a transfer of those who exercise parental authority over them or, in the case of students due to a change of address or academic record to the Autonomous Community of Cantabria. In the case of persons from States that are not members of the European Union, they will also be required to be legal residents in Spain in accordance with the organic legislation regulating the rights and freedoms of foreigners in Spain and its implementing regulations.
b) To have a valid sports licence as an athlete, coach or technician and a high-performance referee issued by the corresponding Cantabrian sports federation at the time of obtaining the alleged sports results and to maintain it since then.
c) Be at least 16 years old on 31 December of the year in which the interested party obtained the results for which they submit their application.
d) Have tax residence in Spain, in accordance with the regulations of Personal Income Tax.
e) Comply with the sporting, technical or refereeing requirements necessary to obtain the qualification of high performance of Cantabria in any of the groups established in this Decree in the year in which such condition is requested.

Appeals

Against the resolution of the procedure, which puts an end to the administrative procedure, an appeal for reconsideration may be filed, optionally, or directly a contentious administrative appeal.
