Those young people who meet the following requirements may participate in the direct action activities of the Directorate-General responsible for youth:
a) To be in possession of the National Identity Document (DNI) or the Foreigners' Identification Number (NIE) or the Foreigner's Identity Card (TIE).
In addition, exclusively for activities in which it may be required because it is of an international nature, a passport and/or certificate issued by the competent authority authorising them to leave the national territory or to travel outside the peninsula, to minors unaccompanied by parents or guardians.
b) To be registered in a municipality of the Autonomous Community of Cantabria on the date of the deadline for submitting applications for the activity in question. Likewise, young people born in Cantabria may apply for a place, regardless of their place of residence.
c) Comply with the age requirement for each of the activities that are convened, taking into account the following rules:
c.1. The recipients of the direct action of the Directorate-General responsible for youth are young people aged 12 to 30, with the specifications set out below.
c.2. Each direct action activity convened by the Directorate-General responsible for youth shall include the age group of the young people to whom it is addressed.
c.3. To assess whether an applicant meets the minimum age of the age bracket established for each activity, the age of the applicant on the date of commencement of the activity will be taken into account.
c.4. To assess whether an applicant meets the maximum age of the age bracket established for each activity, the age of the applicant on the date of commencement of the activity will be taken into account.
c.5. Depending on the activities, specific age brackets may be established for young people with a recognised degree of disability or degree of dependency.
d) Apply for the place within the period indicated in the announcement.
e) To be awarded a place and formalise it in due time and form in accordance with the provisions of this order.
f) To pay the corresponding public price, by virtue of the current regulations on public prices of the Directorate-General responsible for youth.
The call for each of the direct action activities of the Directorate-General responsible for youth will be made on its website, indicating: name of the programme of activities, services included, duration of the activity, target age group and dates of the application period and the draw for places. The application for participation in each activity will be made online on the website of the Directorate-General responsible for youth, in the registration area, once registered as a user. Once the deadline for submitting applications for participation has ended, places will be awarded by computer lottery, which will be public and will be held on the day and time announced in the call. The draw will determine the participants selected for each activity and, if more applications have been received than the number of places in the activity, the order of substitution of all applicants. The places awarded in the draw or in the successive calls for the waiting list must be formalised in accordance with this procedure.

- Once a place has been awarded in a direct action activity of the General Directorate, for the final award of the same, confirmation by the applicant who has been awarded in the draw will be necessary. The confirmation period will begin on the same day as the publication of the draw results, and will be open for four business days.

- Once the period for confirming the places allocated by lottery has ended, the unconfirmed places for which there is a waiting list will automatically go to the substitute shift. On the first working day following the end of the confirmation period, the unconfirmed places will be allocated electronically to the corresponding people on the waiting lists. The period for confirming a place in the substitute shift will begin on the same day as the publication of the allocation of places to substitutes on the website of the Directorate-General responsible for youth and will remain open for three working days. Failure to confirm within the deadline will imply the resignation of the position, and it will be offered again for other possible interested parties in a substitute shift or in direct award.

- Once the draw has been carried out, the period for confirming places derived from the draw or any of the substitute shifts, as the case may be, if there are vacancies and there is not enough waiting list to fill them, the vacant places for which they are available will be assigned.
there is no waiting list by direct assignment by strict order of application, provided that there are at least five working days left for the start of the activity. After that period, the awards will be closed and the list of participants in the activity will be closed.
People who are directly awarded a place must confirm it within twenty-four hours of the application.
