The strategic environmental statement of an approved plan or programme may be modified when there are elements that determine its incorrectness, both due to events or circumstances subsequent to the procedure (including those that arise during the environmental impact statement procedures), and due to those prior to it that, at the time, were not or could not be subject to the appropriate assessment.

Requirements
It can be initiated on its own initiative; complaint or reasoned request; or, at the request of the developer.
In the event that a reasoned request or complaint has been received, the environmental body must rule on the admissibility of agreeing to initiate the procedure within twenty working days of receipt of the petition or complaint.
Within twenty working days of receiving the developer's request to initiate the modification of the strategic environmental statement, the environmental body may decide on its inadmissibility by communicating this resolution to the substantive body.

As it is a procedural act, there are no appeals directly through administrative channels (except in cases of inadmissibility), without prejudice to those that may be filed against the act approving the plan or programme, as well as, in judicial proceedings, those that may be lodged against the general provision that would have contemplated its preparation.
