- Art. 14. 2 of the Law 39/2015, of 1 October, of the Common Administrative Procedure of the Public Administrations, establishes the obligatory nature of the electronic management for certain subjects as, for example, a) The juridical persons, b) Entities without legal personality, c) Those who carry out a professional activity for which compulsory membership is required, for the procedures and actions they carry out with the Public Administrations in the exercise of said professional activity. In any case, within this group, notaries and property and mercantile registrars shall be included. d) Those who represent an interested party who is obliged to relate electronically with the Administration, e) The employees of the Public Administrations for the procedures and actions that they carry out with them due to their condition of public employee, in the form in which it is determined by regulation by each Administration.

Applications will preferably be submitted to the General Electronic Registry of the Autonomous Community of Cantabria, without prejudice to being able to do so in any of the places established in article 16.4 of Law 39/2015, of 1 October, on the Common Administrative Procedure and in article 134.8 of Law of Cantabria 5/2018, of 22 November. of the Legal Regime of the Government, the Administration and the Institutional Public Sector of the Autonomous Community of Cantabria.

ANNEX I. Application to participate in the competition. Requests for participation shall be formalised in accordance with this Annex I. The application for participation (annex I) must be electronically signed by the director of the centre presenting the project and will be accompanied by a copy of the project in digital format (pdf) with a maximum length, excluding annexes, of 100 single-sided sheets DINA4 size, Calibri font, size 10 for paragraphs of text and vertical orientation. The project submitted must be rigorously unpublished and must not have been awarded in any other competition. Those projects in which it is found that the content has been copied, in whole or in part, from a pre-existing publication in printed, electronic and/or digital format will be rejected.

ANNEX II. Responsible declaration over 18 years of age. Responsible declaration for students over 18 years of age on the knowledge and compliance with the requirements of this order and not to be subject to any of the prohibitions provided for in article 12 of the Law of Cantabria 10/2006, of 17 July, on Subsidies of Cantabria, as well as to be up to date in compliance with tax obligations and with Social Security or any other income under public law. A document of declaration of responsibility must be attached (annex II) signed by each of the students over 18 years of age who participate in the project presented.

ANNEX III. Responsible declaration for students under 18 years of age who are not emancipated. Responsible declaration for students under 18 years of age who are not born to be aware of and comply with the requirements of this order and not be subject to any of the prohibitions provided for in article 12 of the Law of Cantabria 10/2006, of 17 July, on Subsidies of Cantabria, as well as to be up to date in compliance with tax and Social Security obligations or any other income by law public. A signed declaration of responsibility document (annex III) must be submitted by each of the non-emancipated students under 18 years of age who participates in the project presented.
