The "Beato de Liébana" Awards, in accordance with Decree 35/2017, of 1 June, which creates the "Beato de Liébana" Awards, amended by Decree 56/2017, of 24 August, aim to honour and recognise natural or legal persons and institutions that have distinguished themselves in the performance of their activity or for their trajectory of contribution to understanding, coexistence and integration and international cooperation, with special attention to the European territorial area.

Applications may be submitted by public administrations, their related or dependent bodies and entities, associations and organisations representing economic or social interests, and natural or legal persons, individually or collectively.
Applications may be for the following modalities:
Category A. "Beato de Liébana Award for Understanding and Coexistence", intended to reward those natural or legal persons and institutions that have distinguished themselves in the performance of their activity or for their trajectory of contribution to understanding and integration in the international arena".
Category B. "Beato de Liébana Award for International Cohesion", aimed at recognising the work or trajectory of natural or legal persons and institutions that stand out for their contribution to the development of culture, thought, research or the conservation of heritage from a perspective of defence and promotion of civic and humanitarian values.

- Art. 14. 2 of the Law 39/2015, of 1 October, of the Common Administrative Procedure of the Public Administrations, establishes the obligatory nature of the electronic management for certain subjects as, for example, a) The juridical persons, b) Entities without legal personality, c) Those who carry out a professional activity for which compulsory membership is required, for the procedures and actions they carry out with the Public Administrations in the exercise of said professional activity. In any case, within this group, notaries and property and mercantile registrars shall be included. d) Those who represent an interested party who is obliged to relate electronically with the Administration, e) The employees of the Public Administrations for the procedures and actions that they carry out with them due to their condition of public employee, in the form in which it is determined by regulation by each Administration.

They may also be formulated in person, in accordance with the provisions of Article 14.1 of Law 39/2015, of 1 October, on the Common Administrative Procedure of Public Administrations.

CANDIDACY. Candidacies will be formalised in writing addressed to the head of the department of the Presidency and will be submitted in any of the forms provided for in Law 39/2015, of 1 October, on the Common Administrative Procedure of Public Administrations. The candidatures will have the following content: a) Identification of the public administration, body and entities linked or dependent, associations and organisations representing economic or social interests, natural or legal persons individually or collectively, presenting the candidacy and, where appropriate, of the person representing it. b) Exact and precise identification of the candidate, which, at least, must include the name, surnames and, where appropriate, the official name. c) Biography of the candidate in which the merits that make him or her worthy of the distinction are stated in a reasoned and sufficient manner. If the candidacy is proposed posthumously, this circumstance shall be recorded.
