For the authorisation to open medicine cabinets in municipalities with a population equal to or less than 450 inhabitants, and in those municipalities where there is no pharmacy, it is necessary that there are reasons of remoteness, difficult communication with respect to the nearest pharmacy, high seasonal concentrations or any other special circumstance.
The first aid kit will be linked to a pharmacy office, which will be the closest within the pharmaceutical area if there are several applicants. In the event that there are no applicants within the pharmaceutical area, the first aid kit will be linked to the nearest pharmacy office belonging to another pharmaceutical area whose owner requests it. Each pharmacy may not have more than one first aid kit linked.

Technical report of the proposed premises for the first aid kit. A plan, original certification issued by a competent technician, who will suitably accredit their membership, of the location and distance of the proposed premises from the pharmacy to which the first aid kit is proposed to be linked, will be submitted, measured in accordance with the provisions of Article 3 of Decree 7/2003, of 30 January, amended by Decree 7/2015.
