  • Be a natural or legal person (commercial, labor or cooperative company).
  • Have Spanish nationality or nationality of an EU country or of a country that is not required by international treaty or agreement.
  • Comply with the social and labour obligations required by current legislation.
  • Comply with the tax obligations required by current legislation.
  • Meet the requirements of honorability, professional training and economic capacity required by current regulations.
  • Have the number of buses required by current regulations (OM of 23 July 1997).
  • The sum of seats in the set of vehicles available to the company may not be less than ninety.

Art. 14. 2 of the Law 39/2015, of 1 October, of the Common Administrative Procedure of the Public Administrations, establishes the obligatory nature of the electronic management for certain subjects as, for example, a) The juridical persons, b) Entities without legal personality, c) Those who carry out a professional activity for which compulsory membership is required, for the procedures and actions they carry out with the Public Administrations in the exercise of said professional activity.
