To facilitate the adhesion to the Community Eco-Management and Audit System (EMAS) to any organisation located in the geographical area of the Autonomous Community that intends to improve its overall environmental performance. These may be small organisations that may be subject to certain exceptions in accordance with Article 7 of Regulation (EC) No 1221/2009 of the European Parliament and of the Council, or organisations which, due to their size, are not classified as small organisations according to the definition in EU Recommendation 2003/361.

Requirements
In order to be included in the Community Eco-Management and Audit Scheme (EMAS), the organisation must:
(a) Carry out an environmental analysis of its activities, products and services and, in the light of the results of that analysis, implement an environmental management system covering all the requirements described in Annex I to Regulation (EC) No 761/2001 of the European Parliament and of the Council of 10 March 2001 allowing organisations to join a Community Management and Audit System on a voluntary basis Environmental Standards (EMAS), and in particular compliance with relevant environmental legislation.
b) To carry out, or cause to be carried out, environmental audits.
c) Prepare an environmental statement.
(d) Have the environmental analysis examined, if applicable, the management system, the audit procedure and the environmental statement, and have the environmental statements validated by the environmental verifier.
e) Submit the validated environmental statement to the competent body and, after registration, make it available to the public.
