Requirements
The holders of PCBs must declare to the Autonomous Communities the possession of the equipment subject to inventory and communicate the plans for their decontamination or disposal.
The annual declarations must always refer to the year prior to their filing date and must include detailed and quantified information both on the equipment with PCBs and that may contain PCBs, existing on December 31 of that year, and on those disposed of or decontaminated since the date of entry into force of RD 1378/1999 (i.e., since 29 August 1999), as well as the annual forecasts for the decontamination or disposal of the equipment possessed.

- Art. 14. 2 of the Law 39/2015, of 1 October, of the Common Administrative Procedure of the Public Administrations, establishes the obligatory nature of the electronic management for certain subjects as, for example, a) The juridical persons, b) Entities without legal personality, c) Those who carry out a professional activity for which compulsory membership is required, for the procedures and actions they carry out with the Public Administrations in the exercise of said professional activity. In any case, within this group, notaries and property and mercantile registrars shall be included. d) Those who represent an interested party who is obliged to relate electronically with the Administration, e) The employees of the Public Administrations for the procedures and actions that they carry out with them due to their condition of public employee, in the form in which it is determined by regulation by each Administration.

The corresponding annual returns must be accompanied by the following documentation: a) The Control and Monitoring Documents of the declared equipment that have been delivered to an authorised manager, for subsequent disposal or decontamination, during the year to which the declaration refers. (b) Certificates of Disposal or Destruction, referred to in paragraph 6 of Article 3a, of declared equipment which has been definitively disposed of during the year to which the declaration relates. c) The Decontamination Certificates of the declared equipment that have been decontaminated for subsequent reuse, issued by the manager who has carried out the decontamination operations, as well as the Minutes or Certificates of sampling and the Bulletins or Reports of the results of the chemical analyses in which it is accredited that their concentration in PCBs has remained below 50 ppm in the year following said operations of decontamination. d) The PCB Reduction Certificates of the declared transformers that have been subjected to operations to reduce the concentration of PCBs to values between 50 and 500 ppm, issued by the manager who has carried out the operations, as well as the Minutes or Certificates of sampling and the REPORTS OR bulletins of results of the chemical analyses in which it is accredited that their concentration in PCBs has been maintained at values between 50 and 500 ppm in the year following these reduction operations. e) The Minutes or Certificates of sampling and the Reports or Bulletins of the results of the chemical analyses of the apparatus that, having been previously inventoried as apparatus that may contain PCBs, have finally been removed from the holder's inventory during the year to which the declaration refers as a result of the results of such analyses having given permanent values of the concentration of PCBs below 50 ppm. f) The visual inspection reports or certificates of the declared appliances, both mandatory and non-mandatory inspections, assessing their condition and the risk of possible leaks.
