To establish the regulatory bases for the regional interventions in Cantabria provided for in the CAP Strategic Plan aimed at supporting the establishment of young and new farmers, through intervention 6961.1 (NO IACS) and Intervention 6961.2 (NO IACS), with the aim of contributing in the line of young farmers to generational renewal in the sector, as well as to the establishment of population in rural areas that are in a situation of depopulation, while in the line of establishment of new farmers it is intended to contribute to the creation of employment in the rural area of Cantabria and to the fight against its depopulation, enabling the action of those entrepreneurs who do not meet the conditions of young farmer required in the PEPAC.

Requirements

Persons who intend to settle for the first time on an agricultural holding as a natural person or in the form of a legal person, or other forms without legal personality, such as shared ownership or co-ownership, who present a business plan, are owners of agricultural holdings based in Cantabria and professional farmers and meet the following requirements:
In the case of aid for the establishment of young farmers:
a) To have reached the age of 18 and not to turn 41 in the calendar year of publication of the extract of the call.
b) Not carrying out agricultural activity or having recently joined an agricultural holding with a size greater than 0.2 units according to Annex VIII of this order, as the person responsible for the farm.
c) Not having been registered with the Agrarian Social Security, unless you have been registered as a collaborating family member. Any form of registration is admitted in the two calendar years prior to the publication of the extract of the call for aid.In the case of aid for the establishment of new farmers:
a) Be 41 years of age and be under 56 years of age in the calendar year of publication of the extract of the call.
b) Not carrying out agricultural activity or having recently joined an agricultural holding with a size greater than 0.2 units according to Annex VIII of this order, as the person responsible for the farm.
The date of incorporation into agricultural activity will be the date on which the farm in charge of the new farmer reaches a size greater than 0.2 units according to the agricultural farm registers. This aid may be applied for in the two calendar years following this date of incorporation.
In both modalities, the date of incorporation into the agricultural activity indicated in sections b) will be the date on which the farm in charge of the person reaches a size greater than 0.2 units according to the agricultural farm records. This aid may be applied for in the two calendar years following this date of incorporation.
c) Not having been registered with the Agrarian Social Security. Registration as a collaborating family member is also not allowed. Any form of registration is admitted in the two calendar years prior to the publication of the extract of the call for aid.A young/new farmer who, as a natural person or as a member of a legal person or group without legal personality, may not attain the status of beneficiary of these aids who:
a) Has been the owner of an agricultural holding larger than 0.2 Units in size before the two calendar years prior to the publication of the extract of the call for aid.
(b) has received aid for the first establishment or establishment of young farmers.
c) Has received payments financed by European agricultural funds in the aid included in the single application before the two calendar years prior to the publication of the extract of the call for aid.
d) Has renounced an application for incorporation granted or that the aid to the establishment granted in Cantabria has been revoked due to some non-compliance.
e) Having been the beneficiary of the aid for the implementation of productive investments linked to contributing to mitigation-adaptation to climate change, efficient use of natural resources, modernisation and/or improvement plans in previous campaigns, they do not have them justified.
f) The aid regulated in this order and aid for the modernisation and/or improvement of agricultural holdings may not be granted simultaneously in the same marketing year.
