Requirements
All shipments of waste must be accompanied by an identification document.
In the case of shipments of waste that require prior notification, before starting the shipment, the operator shall complete the identification document in accordance with the terms of Annex I (paragraphs 1 to 9) and in accordance with the provisions of the treatment contract. The operator will then present it, before the transfer begins, to the Autonomous Community of origin, which will send it to "eSIR" to incorporate it into the transfer repository. The operator shall deliver a copy in digital or paper format of the document presented to the transporter for the identification of the waste during shipment and 'eSIR' shall distribute a copy to the autonomous community of destination and to the manager of the destination facility.
When the waste arrives at the destination facility, the facility manager will deliver to the transporter a copy of the identification document signed by the operator of that facility, which will state the date of delivery of the waste and the quantity received. The carrier shall incorporate this information into its chronological file and keep the copy of the identification document for at least five years.
The manager of the destination facility will have, at most, a period of thirty days from the delivery of the waste to send the identification document signed by the manager of said facility to the competent body of the autonomous community of destination. The identification document shall be completed with the information relating to the acceptance of the waste in accordance with Annex I, paragraph 10, including the date of acceptance or rejection of the waste. The destination Autonomous Community will send it to "eSIR" for incorporation into the transfer repository. The "eSIR" information system will send a copy of this identification document and a copy of it in pdf format with the secure verification code to the manager of the destination installation and the latter will send it to the operator.
The operator of the shipment and the manager involved in the shipment shall incorporate the information into their chronological file and shall keep a copy of the identification document stating the delivery and acceptance of the waste for at least five years.
