They may be beneficiaries of the subsidies contemplated in this order, provided that they do not incur in any of the causes provided for in sections 1, 2, 3 and 3 bis of article 13 of Law 38/2003, of 17 November, or in sections 1, 2 and 3 of article 12 of Cantabria Law 10/2006, of 17 July, training entities that meet any of the following requirements:

• That they are registered in the competent Registry in accordance with Order TMS/369/2019, of March 28, provided that they have the infrastructure that makes it possible to provide the training in the territory of the Autonomous Community of Cantabria duly registered for the training specialty object of the training, on the date of publication of the extract of the call in the "Official Bulletin of Cantabria".
• That they have submitted the corresponding declaration of responsibility, with respect to the infrastructure that makes it possible to provide training in the territory of the Autonomous Community of Cantabria, to provide training specialities not aimed at obtaining professional certificates, on a date prior to the publication of the extract of the call in the "Official Bulletin of Cantabria", even if the training entity had not been registered ex officio in the register at that time. All this, without prejudice to the subsequent supervision of compliance with the established requirements.
• That they submit the declaration of responsibility simultaneously with the subsidy application, with respect to the infrastructure that makes it possible to provide the training in the territory of the Autonomous Community of Cantabria, in the event that at the time of submitting the subsidy application they have not submitted the declaration of responsibility for the speciality requested. All this, without prejudice to the subsequent supervision of compliance with the established requirements.
