• Not to be in any of the circumstances established in article 12, paragraphs 2 and 3, of Cantabria Law 10/2006, of 17 July.
• Local Entities of Cantabria that have a library that provides the minimum library services of article 18.2 of the Law of Cantabria 3/2001, of 25 September, on Libraries of Cantabria or an archive of its ownership, which fulfils the functions of the Archive centres, of article 11.2 of the Law of Cantabria 3/2002, of 28 June, of the Archives of Cantabria, and specifically for the archives of the local administration, in article 16.1 of the Law of Cantabria 3/2002.

Art. 14. 2 of the Law 39/2015, of 1 October, of the Common Administrative Procedure of the Public Administrations, establishes the obligatory nature of the electronic management for certain subjects as, for example, a) The juridical persons, b) Entities without legal personality, c) Those who carry out a professional activity for which compulsory membership is required, for the procedures and actions they carry out with the Public Administrations in the exercise of said professional activity.
