The CIRCULA project arises from the collaboration between the Government of Cantabria, through the Cantabrian Institute of Safety and Health at Work, and the General Directorate of Traffic to promote occupational road safety within companies with work centres in the A.C. of Cantabria.
The "Cantabria Occupational Road Safety" distinction entails the public recognition of those companies and organizations located in Cantabria that participate in the CIRCULA Project, and that go beyond simple formal compliance with the rules, seek to promote and improve the awareness of Cantabrian society in general, and of companies and organizations in particular about the importance of safe mobility and road safety at work. through the implementation and application of Road Safety Plans.

Any company or organisation, regardless of its legal form, which has its registered office in the Autonomous Community of Cantabria or has a workplace in Cantabria, may apply for the award of the "Cantabria Occupational Road Safety" badge, provided that it participates in the CIRCULA Project.

- Art. 14. 2 of the Law 39/2015, of 1 October, of the Common Administrative Procedure of the Public Administrations, establishes the obligatory nature of the electronic management for certain subjects as, for example, a) The juridical persons, b) Entities without legal personality, c) Those who carry out a professional activity for which compulsory membership is required, for the procedures and actions they carry out with the Public Administrations in the exercise of said professional activity. In any case, within this group, notaries and property and mercantile registrars shall be included. d) Those who represent an interested party who is obliged to relate electronically with the Administration, e) The employees of the Public Administrations for the procedures and actions that they carry out with them due to their condition of public employee, in the form in which it is determined by regulation by each Administration.

a) In the cases of legal persons and entities without legal personality, in addition to those self-employed professionals who are obliged to interact electronically with the Public Administrations according to article 14.2 of Law 39/2015, of 1 October, the application to participate in the CIRCULA Project and the "OCCUPATIONAL ROAD SAFETY CANTABRIA" badge must be submitted through the form provided for this purpose on the website www.icasst.es, in the section containing all the information on the CIRCULA Project.
b) Individuals (individual entrepreneurs or self-employed) not included in the previous section may choose between filing electronically in accordance with the previous section or filing through any of the other means set out in article 16.4 of Law 39/2015, of 1 October, including the registration of the Cantabrian Institute of Occupational Safety and Health.
