The Extended Producer Responsibility Systems will issue the Annual Report to all the Autonomous Communities in which they operate with the contents provided for in sections a), b) and c) of Annex VII of Royal Decree 1055/20225, of 27 December, on packaging and packaging waste.
The report to be sent to each Autonomous Community will include the territorialised data relating to both the placing on the market of the packaging and the management of the packaging waste collected and treated.
Reused, recycled and recovered used packaging and packaging waste, as well as discarded waste, must correspond to the data certified by each manager for this purpose. These certificates, which must refer to the measurement points defined in the calculation methodology established at European Union level, will be attached to the report.
The above documentation will be accompanied by a report audited by an accredited independent entity.
As established in article 12.4 of Law 7/2022, of 8 April, on waste and contaminated soil for a circular economy, the autonomous community of Cantabria is responsible for:
e) To exercise the power of surveillance, inspection and sanction of extended producer responsibility systems
f) To exercise the power of surveillance and inspection and the power to sanction within the scope of its competences. In particular, in relation to the provisions established in the environmental regulations relating to the manufacture of products, the powers of surveillance, inspection and sanction will be exercised by the competent authority, in accordance with the provisions of Law 21/1992, of 16 July, on Industry, while those relating to the provision of products to final consumers, the powers of surveillance, inspection and sanction will be exercised by the competent authorities in accordance with the revised text of the General Law for the Defence of Consumers and Users and other complementary laws, approved by Royal Legislative Decree 1/2007, of 16 November.

Requirements
The extended producer responsibility systems shall submit before 31 May of the year following the compliance period, the report with the data corresponding to Cantabria with the content provided for in sections a) b) and c) of Annex VII of Royal Decree 1055/2022, of 27 December, on packaging and packaging waste.
