Requirements
AID FOR THE FIRST INSTALLATION IN ITS MODALITY A (Installation on a farm registered or to be registered in the Catalogue of Priority Agricultural Holdings of Cantabria and that becomes a professional farmer) or MODALITY B (Installation on a non-priority agricultural holding with a productive orientation other than cattle):
- The aid shall be granted only to holdings that meet the definition of micro and small enterprises as set out in Article 19(4) of Regulation (EU) No 1305/2013 (fewer than 50 workers).
- The beneficiary must have started their installation process within the twelve months prior to the submission of the application for aid by complying with one of the following conditions:
a) To have completed the theoretical training course for incorporation into agricultural activity offered by the departments.
b) Registration in agricultural activity (forms 036/037), either tax with the Tax Agency or Social Security.
c) Registration of the farm in the Register of Agricultural Holdings for profit or making the CAP declaration. - To be eighteen years of age or older and not to have reached forty-one years of age at the time of submission of the application.
- Not carrying out the agricultural activity, or having carried it out within the twelve months prior to the submission of the application, considering that it has not been carried out if a degree of viability greater than 20% of the reference income (modality A) or 20% of the agricultural activity by reference to the UTA value in Annex VIII has not been reached.
- Submit a business plan that shows that as a result of the granting of the aid it will obtain from its holding, as a result of the first installation, a unit labour income (RUT) from agricultural activities equal to or greater than 35% of the reference income and less than 120% of it and greater than the annual IPREM.
- Not to have, at the time of submission of the application, a total income greater than three times the annual IPREM, only in the case of being an applicant for modality B.
II IMPROVEMENT PLANS
Natural or legal persons who, at the time of submission of the application, are owners of an agricultural holding located in Cantabria and meet the condition of active farmer under the terms of Regulation (EU) No. 1307/2013, must also meet the following requirements:a) Submit a farm improvement plan with the minimum content detailed in Annex III.
b) Be registered in the census of economic activities of the Ministry of Economy and Competitiveness (form 036 or 037).
c) Comply with the minimum standards on the environment, hygiene and animal welfare, in accordance with Annex XI. With the application, a favourable report from the Regional Office will be required accrediting its compliance.2.- The owners of farms that have the status of natural persons must also meet the following requirements at the time of submission of the application:
a) Be 18 years of age or older and not have reached 65.
b) Be a professional farmer, unless it is a young beneficiary of a first installation aid who is within the deadline to acquire this status in accordance with article 19.2.a) of the Order.
c) Be registered in the Special System for agricultural self-employed workers of the RETA, except in those duly accredited cases in which the Social Security does not allow affiliation to said special system.
d) Have sufficient professional training, except in the case of a young person who is a beneficiary of a first installation grant who is within the deadline to acquire this status in accordance with article 19.1.a) of the Order.
